Background

Paolo Zampolli, born March 5, 1970, in Milan, Italy, moved to New York in 1994 at the encouragement of Elite Model Management founder John Casablancas and founded his own modeling agency, ID Model Management, in 1996.[1] In 1996, Zampolli sponsored Slovenian model Melania Knauss’s U.S. immigration via an H-1B visa; in September 1998, he introduced Knauss to Donald Trump at a New York party.[1][4] He later joined the Trump Organization as Director of International Development (2004) before founding the real-estate firm Paramount Group.[1]

The Trump White House announced its intent to appoint “Paolo Zampolli, of New York, to be a Member of the Board of Trustees of the John F. Kennedy Center for the Performing Arts” on December 22, 2020, during Trump’s first term.[3] Kennedy Center trustees are presidentially appointed under 20 U.S.C. § 76h and are not Senate-confirmed. Zampolli remained on the board through the Biden administration and is not among the 14 new trustees named when the board was reconstituted on February 11, 2025; he is documented here as a continuing first-term appointee, not as a newly installed 2025 board member.

2. U.S. Special Representative for Global Partnerships — State Department, Since March 11, 2025

The New York Times (Megan Twohey, Shawn McCreesh, and Hamed Aleaziz, “Trump Friend Asked ICE to Detain the Mother of His Child,” March 20, 2026), reporting on communication records it obtained, described the following sequence: amid a custody dispute over his and Amanda Ungaro’s teenage son, Zampolli was reported to have asked David Venturella, a senior ICE official, about Ungaro’s case. This was followed by Venturella contacting ICE’s Miami field office to ensure agents took Ungaro into custody from the Miami-Dade jail where she was then held on Florida state fraud and unlicensed-practice charges (she had been arrested June 18, 2025, in Aventura, Florida).[9] Per the Times’ reporting, Venturella characterized the matter as important to “an individual closely connected to the White House.” Ungaro was held in ICE custody approximately three and a half months and was deported to Brazil.[6]

Zampolli denies asking ICE to detain Ungaro, stating — per Mother Jones’s account of his response to the Times’ reporting — that he only asked Venturella about the status of her case.[7] The Department of Homeland Security told the Times that Ungaro was detained and deported because of an expired visa and the pending fraud charges, and that “any suggestion that she was arrested and removed for political reasons or favors is FALSE.”[6]

4. Individually Named and Personally Litigating in Beatty v. Trump — the Corroborating Non-Speech Anchor (Documented)

Zampolli is confirmed as an individually named defendant in Beatty v. Trump, U.S. District Court, D.D.C., No. 1:25-cv-04480 (filed December 22, 2025, Judge Christopher R. Cooper), per a direct CourtListener party-list lookup of the complete 155-entry docket (docket ID 72069932, run 2026-09-19; a separate, incomplete duplicate docket index entry exists at ID 72493354 and is not cited here).[11] Rep. Joyce Beatty (D-OH), an ex officio Kennedy Center trustee by virtue of her House seat, brought the suit against President Trump, Kennedy Center officials, and board members over the board’s December 2025 actions renaming the institution, voting to close it, and stripping ex officio trustees of voting rights.

On May 29, 2026, Judge Cooper issued a 37-page order finding that these board actions violated the law; the order restored Beatty’s voting rights and directed that Trump’s name be removed from the building.[13] The administration’s motion to stay that ruling pending appeal was denied on June 12, 2026.[11]

Per the docket, Zampolli was personally served on December 30, 2025, and personally answered the amended complaint (docket entry filed/entered June 29, 2026), jointly with the other individual trustee-defendants represented by DOJ counsel given his federal-office status.[11] Following the June 12, 2026 stay denial, Zampolli personally noticed a Notice of Appeal to the D.C. Circuit in his own name — listed by name, not merely “et al.” — docketed as No. 26-5224.[12] After a further district-court ruling on September 15, 2026, Zampolli personally noticed a second Notice of Appeal, docketed September 16, 2026 as No. 26-5322 and, per the docket, consolidated into No. 26-5224 the same day.[11]

This is meaningfully more individuated than nominal inclusion in a defendant list: personal service, a personal answer, and two personal notices of appeal, filed in his own name, from federal-court rulings holding that Kennedy Center board conduct — conduct Zampolli has publicly supported in media interviews (see the Basis for Inclusion block’s protected-speech note) — was unlawful. As of this update, the litigation remains actively contested on appeal, and no final, non-appealable judgment has issued.

5. Italian Broadcast Fraud Allegation and Defamation Complaint — Alleged, Not a Basis for Inclusion

In April 2026, the Italian broadcaster RAI 3’s investigative program Report aired two episodes (April 19 and 26, 2026) alleging that Zampolli, through an organization he heads, the World Alliance for Talent Organization (“WATO”), carried out in 2016 what the program characterized as the largest fraud against the United Nations, on the order of €60 million.
